“The Right to (Not) Use the Internet: Observatory” is an international research initiative coordinated by University of Białystok (Poland) and Ghent University (Belgium). The project is supported by the National Science Centre of Poland (NCN) and Belgian FWO under the OPUS 26 LAP/Weave programme.
The primary objective of the project is to establish a European observatory dedicated to monitoring, analysing, and critically evaluating legal and policy developments related to both the right to access the Internet and the right to abstain from its use. These issues are examined through the prism of human rights, with particular emphasis on the evolving digital landscape across Council of Europe member states.
The project pays special attention to the needs of vulnerable populations—such as children, the elderly, and persons with disabilities—who are often disproportionately impacted by both digital exclusion and the increasing reliance on online services.
Through a participatory research approach and engagement with a broad spectrum of stakeholders, the project aims to produce evidence-based policy recommendations that will contribute to more inclusive, equitable, and rights-based digital governance across Europe.
